Ulan Named Associate General Counsel
August 6, 2010, Alexandria, Va. –– The National Credit Union Administration (NCUA) has named Hattie M. Ulan Associate General Counsel, Director of Operations within the Office of General Counsel (OGC). She succeeds Sheila Albin, who is retiring at year-end.
As OGC Division of Operations Director, Ulan is responsible for providing interpretations of the Federal Credit Union Act and NCUA Rules and Regulations to the agency and to outside parties; processing Freedom of Information Act requests; advising the Board and the agency on general legal matters; and drafting regulations designed to ensure the safety and soundness of credit unions as well as implement statutory requirements.
“Hattie Ulan is an exceptionally talented attorney and will bring an impressive degree of knowledge and skills to this position. She has long been a valuable member of the NCUA team, and I look forward to working with Hattie in her new capacity,” noted NCUA Chairman Debbie Matz.
She returns to this role after serving as Special Counsel to the General Counsel since 1994. Ulan’s career began at NCUA as a staff attorney in the Office of General Counsel, Operations Division in 1983. In 1988, she was first named Associate General Counsel for Operations and served in that position through 1993. Ulan also served details as Deputy General Counsel in 2004 and 2009.
NCUA is the independent federal agency that regulates, charters and supervises federal credit unions. With the backing of the full faith and credit of the U.S. government, NCUA operates and manages the National Credit Union Share Insurance Fund, insuring the deposits of over 90 million account holders in all federal credit unions and the majority of state-chartered credit unions. NCUA is funded by credit unions, not taxpayer dollars.
